Te Mānatu Waka Ministry of Transport (MoT) worked with Koi Tū to understand the views of
stakeholders and the public to help develop an acceptable funding model that supports the
evolving needs of the transport system.

This involved testing some innovative approaches to inclusive public engagement. This report presents an analysis of a set of deliberative workshops that brought together broadly representative groups (minipublics) to discuss the complex decisions ahead.

The project asked the broad question “who should pay for what?” to support the future transport system. The aim was to understand what people want from the future transport system, and importantly, what they think is a fair way to achieve the desired outcome
